Prior to starting his firm, Tom managed Congressman Norm Dicks’ (D-WA) district offices. In his capacity as District Director, Tom advised the Congressman on all matters of importance to the 6th Congressional District, including economic development, national defense, transportation, natural resources and the environment, as well as Native Americans. He was especially focused on revitalization of downtown Tacoma and Bremerton, in addition to the Hood Canal and Puget Sound water quality issues.
